NON-BINDING(?) MOU SIGNED BY RATNER, BLOOMBERG & PATAKI

MOU ANNOUNCEMENT
A "non-binding" (NYT) Memorandum of Understanding (MOU) has been signed by the Mayor and Governor, who have committed $100 million by the City and State to the project. The Mayor will announce the agreement on his weekly radio address on 770AM at 10:00 this morning.

MTA & ATLANTIC RAILYARDS
The MOU was signed without the MTA making public the appraisal for the Atlantic Railyards first. The only info reported this morning is in the NY Times, "In a separate agreement with the authority, [Ratner] agreed to pay fair market value for the property. But the authority also reserved its right to hold an auction to determine that value and to sell it to another bidder."

JOBS & HOUSING CLAIMS
Also, the Mayor's office claims, "The project is expected to create 12,000 construction jobs and 8,500 permanent jobs..." (AP). The NY Times reports, "The project originally called for four office towers. Executives who have talked with the developer say he plans to scale back the office space to add as many as 1,000 apartments." Look for clarification on these claims and figures in the next couple of days.
